JOB TITLE: Lead Supervisor of Transportation
IMMEDIATE SUPERVISOR: Assistant Superintendent for Operations and Administration
GENERAL DESCRIPTION:
Responsible for facilitating the safe and efficient operation of school bus transportation by coordinating the training programs, drug and alcohol testing programs, student discipline, and bus routes.
ESSENTIAL FUNCTIONS:
- Stay abreast of all state and federal DOT regulations and ensure the division’s compliance.
- Evaluate and revise, as needed, routes and pupil stops for safety and efficiency.
- Schedule substitute bus drivers/aides as needed in the absence of regularly scheduled drivers and aides.
- Schedule requested transportation for all athletic events and field trips, as well as vehicles for administrative and staff use, following approval by designated personnel.
- Resolve transportation-related conflicts with and/or between drivers, students, and administrators. Conduct meetings with school bus drivers, parents and administrators, as needed.
- Coordinate and conduct driver training programs tracking the individual training progress of applicants and employees.
- Assist drivers, staff members, teachers, and coaches in appropriate licensing.
- Assure ongoing DOT compliance by monitoring annual DOT physicals, driving records, and other regulatory compliance.
- Facilitate with the DMV the Third Party Testing Program (perform road tests for trainees and maintain records).
- Work with Human Resources in the recruitment, hiring, discipline, performance management, and terminations of bus drivers, aides and transportation office staff.
- Provide budget recommendations, and manage transportation expenditures within budget guidelines.
- Manage and revise the Ten-Year School Bus Replacement Plan, and make recommendations to ensure the continued efficiency of school bus operations for the division.
- Develop bus driver recruitment programs.
- Develop and implement in-service training programs in accordance with state and local regulations; prepare payroll for trainers and trainees; develop training materials and videotapes.
- Make on-road observations of school bus drivers charged with a preventable accident.
- Serve as liaison with insurance company
- Assist school principals in establishing school bus evacuation drill programs.
- Administer the safe driving award pin program.
- Review and maintain driver accident history records; review and maintain DMV transcripts for all personnel who operate a school bus.
- Assist in response to vehicular accidents and incidents of vandalism.
- Manage the use of video cameras on school buses.
- Promote public relations with schools and community; tabulate student counts and busloads; administer the placement of school bus drivers and changes to bus routes; serve on school boundary committees.
- Monitor road and weather conditions and make recommendations regarding school closings and/or delays.
- Work with school administrators, as needed, regarding student discipline problems and referrals on school buses.
- Attend school board meetings, as needed.
- Responsible for reporting incident reports regarding worker’s comp.
- Coordinate and work with the Supervisor of Fleet Maintenance, as needed.
- Provide oversight for the behind-the-wheel and range portions of the division’s driver’s education program and coordinate work with the Coordinator of Driver’s Education.
- Perform related work as required.
EDUCATION AND EXPERIENCE:
Bachelor’s degree and considerable knowledge in school bus management preferred. Excellent oral and written communication skills. Demonstrated ability to establish and maintain effective working relationships with students, parents, school officials, teachers, support staff, law enforcement, external organizations and federal, state and local agency representatives.
